Internet Filter - who controls it? Can't access gmail

We ran into an issue, we were attempting to upload the consent form when recording a Baptism. We typically take a photo/phone scan the form and email it to ourselves. However, the internet filter won't allow us to access any of the web based emails (gmail, yahoo,etc).

Thoughts?

The STS under the direction of the stake president can choose between 3 different levels: Managed, Moderate, and Strict. That last one might be the issue. Typically, stronger filtering is done when the network is slow and there's a need to curtail non-church traffic to make the network usable.

Those three settings are the limit of the STS's control as far as filtering.
