New Databases Accessible in Family History Centers

Word has been filtering around the blogs that the previously announced databases are now accessible in Family History Centers. Imagine my disappointment, when our FHC director told me today that only FHCs with 10 or more computers qualify to provide access to these resources. Is it true? Doesn't that exclude the majority of Family History Centers? Can anyone confirm this? Is this a temporary constraint, or will this always be the way it is?
