There is a minimum operating system requirement for Member Tools (formerly LDS Tools) to operate correctly, or in some cases even to be able to install. Android systems must be version 5.0 or later and iOS systems must be version 10 or later. The result of having an operating system that is not supported result in inability to synchronize and site access error messages such as the one you got.
It is not your Member Account (formerly LDS Account) that is the issue. Members can have only one account that has their membership record number (MRN) registered. My wife and my members tools work fine on our iphones but on our ipads we get the same message as the person above which says cannot sync because tools is down for maint. We were just wondering if the is anything we can do to this minimum operating system requirement so we can use tools on both devises

If your iPads are not iOS 11 or later, it won't work. There is no work around.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

I have a new convert that can not get her members tools app to work.
Before she joined the church the missionaries had her make a guest account. Which worked just fine. When she got baptized the missionaries had her make an account with her new membership number. That's when things went hay wire. All she wanted to do is to be able to see the ward list and leadership people. She has tried uninstalling the app and starting over but to no avail. She does not care if Salt Lake deletes everything show she can start over. There is nothing she wants to keep at this time since she is still new and has not really saved anything in her gospel library. Please delete her account so she can start over. I can get you all her information. Just call me. You have my information from my sign in on this form.

Huh? I'm sure it will work for things like Gospel Library, and Family Search, but I'd be very surprised if it worked for Tools.
I'm not sure if the different apps talk to each other, but I'd have her sign out of all of them and then log in with Tools on the new account. I would wait until you see her membership record in the ward. Tools won't work until she's in a ward. It can take some time for all the computers to talk to each other. It's been awhile since I did membership records, but see if she's been confirmed. She might not be a "real" member until that's done.
