New Quarterly Report: Monthly Interval
Our bishop has requested that we more fully utilize this information in our ward council. I see from the description that the bishop may request the report on a monthly basis, but not how to initiate that process. Will it be updated automatically if the clerk resubmits the data, or are there additional steps that must be taken?

You can gather information within your ward on a monthly basis if the bishop wants. But you still only submit that data once a quarter and the church will provide its data only once a quarter. When it talks about the bishop requesting the report on a monthly basis, that request is to you and to the organizations in your ward. It is not a request to the church systems. You have to gather and provide the information to the bishop manually.

You may want to kindly consult with the Bishop about the validity of the reporting.
First Question - How much does the data really change?... take a look at your past Q Reports and make a comparison, if you see vastly different numbers in some areas and not in others, you may focus on particular areas rather than the entire thing.
Second statement - VT and HT data rely on those orgs to complete their data gathering in a timely manner, this will need to be kept up regularly if it isn't already a habit.
Make sure that the Ward Council does not overstep areas of responsibilities.... I can see how a Ward Council might use this to 'track' which youth are not attending Sunday Meetings and try to 'work' on those kids.... However, you take away a learning and growth opportunity from the Secretaries and Quorum/Group Presidents and their counselors who have that responsibility. In Fact, it is really the only responsibility the Young Women presidencies are given.
Also, consider that there may be data not on the Q Report you will find valuable. For instance, tracking Sunday School attendance is not there, however, it might be good to see what Youth are attending Youth but not Sunday School / Vice versa.....
Anyway... Remember we are not called and sustained to take down assignments, the duty of the clerk in regards to Ward Council is to proactively identify this data and bring it to their attention.
