How do I get the authority to use talks, pictures from lds websites and church website to use in my app.

At the bottom of each page of LDS.org is a link to Rights and Use Information. Follow that link, then scroll down to the section titled "Questions and Copyright Requests". That will explain how you can contact the Church's Intellectual Property Office.
