Melchizedek Priesthood Ordination - Signature authority question

My branch president is in Taiwan; a prospective elder will be ordained today; does my branch president have to sign the form documenting the ordination or can one of his branch counselors?

After the bishop or branch president and a member of the stake presidency interview the member and sign the recommendation, the stake representative (a high councilor or a counselor in the stake presidency) will usually report the details of the ordination because he has witnessed it.
