How to add a non-member boy to his cub or scout group?

There is a non-member boy who is is in the Webelos pack and one who is in the Varsity Scouts. How do I add their names to the organization roster?

It isn't possible to add non-members to the class lists on LCR. Their information has to be tracked by other means.
