I am a clerk. A clerk can make those changes, but if they are in a country where individual permission is required, the clerk cannot make those changes legally without someone speaking with every member. I believe my statement is accurate to those situations. We just don't know the situation the one who posted is in.

If someone has taken the effort to opt-out, they're not going to be happy if someone decides to opt them back in. Consequently, it may apply to the opt-out countries as well.

I hear what you are saying but the rest of the ward council can see the ward lists, in full - on that basis shouldn't the FT missionaries also see it?

The missionaries are not responsible for the member's spiritual well-being. They are not "leaders".

Note that a number of stake leaders are also excluded (HC, YW, YM, etc.) because their responsibility to is train ward leaders and they are not responsible for individuals in the ward.

The ward council DOES have responsibility for the well-being of the ward members. The ward council is defined by Handbook 2: 4.4 and does not list the FT Missionaries. Section 4.6 says "the bishop may occasionally invite full-time missionaries to meet with the ward council."

With the bishop's approval, the clerk can print a membership directory for the missionaries. I do that for our missionaries periodically. I also provide them with a customized list of known part-member families from MLS as they do a lot of work with part-member families in our ward.

Right, this makes sense. On the LDS Tools app however you'd be able to control updates, take away the right to use it, and it would be a live report. Makes so much sense to give then access.

Are there any bishops who disallow access to the ward list?

Except there's no such feature for granting access other than holding the proper calling.

I think the issue here is that you're talking "church" and I'm thinking "legal". Those privacy setting aren't there to give us a warm fuzzy. It's there because of the "law of the land" when it comes to putting people's information on a webpage. I'd imagine that the same law specifies who can see the information at it's most restrictive setting. Otherwise, the Church could simply proclaim "every member a leader" and be done with it.

While the Church is very big on missionary work, they're also big on following the law. I expect the current state of affairs reflects how that balancing act was resolved.

But keep in mind, no decision-makers attend this forum. If you feel strongly about it, you can submit feedback, or ask your stake president to discuss it with his "upline".
