Does a YM need to be ordained an Elder prior to completing and submitting his missions papers?
Background:
I am a Bishop. I have a worthy YM who is completing his mission papers. He is a senior in high school, already 18 yrs old. Our plan is for him to head out on his mission as soon as he receives his call. We were planning to advance him to MP and ordain to Elder right after high school graduation.
However, we'll have his papers complete by end of March ready for submission, but he won't yet be an Elder. We can easily bump up his ordination as he's ready and worthy. Our thought was to simply wait until after graduation so he could remain attending with the priests, etc...
Thoughts/guidance? Thank you.

Mission papers can be submitted before the candidate is ordained an elder. My son had his call in hand about three months before his 18th birthday.
