He has to be placed into the standard position and then wait about 24 hours.

According to cdol.lds.org, your Ward Executive Secretary has not changed since 17 Jul 2011.
Keep in mind that there is no standard calling for "Assistant" Ward Executive Secretary. If you have one, he will not have access to LCR unless you also call him as an assistant ward clerk.

Since he's been in the position for a while, was he able to access it previously? Is he using his own account or is he using his wife's account?
