Husband can't login

My husband has an account but can't remember his login or password. We have tried to recover his account but keep being told the account cannot be recovered, yet it won't let us register for a new account. Where do we go from here?

If the message is that the account cannot be recovered using the MRN and birthdate, this usually means you will need to have the ward clerk help you get in contact with the Global Service Center.
