Ministering non member spouse

Is there a way to assign ministering sisters to non member spouse?

It is not possible in the system. You could have sister ward missionaries assigned on paper and coordinated with the full time missionaries.

Is it not possible to create a non-member record and assign it that way? It's been a while for me but shouldn't that be possible?

I believe non-member "records" went away a long time ago. Non-member spouse names appear in the directory, but no records exist.

This capability ended when membership record functions moved away from MLS to LCR. As drepouille said, normally the Directory will show the spouse who is not a member if that information is on the membership record of the member spouse. A clerk can ask the Global Services Department to suppress that display under certain circumstances.

However, that's just for the Directory (presumably in Member Tools as well). But it doesn't solve OP's problem with Ministering.
