Payment Request in Member Tools, access to all Stake?

I'm using Member Tools on Android, and when I click to create a new Payment Request, I find there's a dropdown that allows me to choose any unit in our Stake, and then any member in that unit. I don't have a Stake calling, so this surprised me, since in LCR I don't have this access. I haven't actually tried going any further than this screen (I actually haven't ever created a Payment Request via Member Tools), so I don't know if there's something that later on would occur.

Just wondering if anyone in the Forum can also see this, has tried this out, or has an understanding of what the purpose of this access might be? Perhaps I can also do the same in LCR but just don't realize it?

Good catch. Using an iPad I can confirm that I can also select a member from another Ward in my Stake. I do have a Stake calling as well as being a ward clerk.
