Still a Seventy
Can someone remind me what the Church's policy is on men who are ordained to the office of Seventy? I'm referring to someone that was ordained an Elder as a young man and then some time later was ordained a Seventy (in the 1980's) and remains a Seventy today and has never been a High Priest. Seems like I remember there being instructions at one point that they were to be made High Priests. Is that accurate?

No. When quorums of seventy were discontinued at the stake level in 1986, stake presidents were instructed that any who were ordained to the office of seventy were to return to the elders quorum. Stake presidents were then to consider whether or not any of them should be ordained high priests based on the usual criteria at the time.ckmcdonald wrote: Seems like I remember there being instructions at one point that they were to be made High Priests. Unless there was a later call to a position requiring it, other high priest ordinations were at the discretion of the stake president, as they still are today.
General Handbook 38.2.5.1:
Men are ordained high priests when they are called to a stake presidency, high council, or bishopric or when otherwise recommended by the bishop and approved by the stake president.
