Is it possible to tag a section of scripture WITHOUT highlighting it? I would like to tag large chunks that talk about a specific topic, but I don't want the whole section to be highlighted. When I add a tag it automatically highlights it.

Yes, this is possible. All you have to do it reselect it and remove the highlight. The tool remembers the last settings with which it was used.

If you remove the highlight, it will remove the tag and anything else associated with that highlight. However, if you tap the highlight, you can tap Style in the annotation menu and switch it to the "clear" highlight style.
