Add events by group leaders or youth leaders

To confirm on Circles and specifically YM/YW and Activities days, only the adult presidency can add events?

I am hearing from both the youth and Activities Days leaders that they can be in a Circle, but have limited abilities.

I understand youth can create events and share them with a circle(s). One of priest quorum assistants created an activity and I asked him if he did so and he said that he had. They were watching a Face to Face for a youth night and he created an activity for that.
