You probably should contact the Stake Technology Specialist. He'd need to troubleshoot and likely contact the ISP.

The wifi in our building never works. For the last few months whenever we connect to it it simply says router not connected to the internet. I tried bringing my own hotspot but it loses signal in the building.

Your stake technology specialist should be able to assist you.

I will look into it, as this has been going on for months I am sure they either know about it already or are shutting it down on purpose during meetings.

If any meetings are being streamed at that time, that's very likely. It's done to protect the stream.

When most phones find WIFI, they treat it as a free resource and start doing updates and catching up on syncing. That's all without the owner' knowledge. But it can be enough to disrupt the stream.
