Closed Unit Funds to Budget Allocation
I feel dumb asking this. Earlier this year, we had some borders re-drawn and two units dissolved. After talking to the help desk, I realized now that the funds from the closed out units were put into my stake budget. I need to transfer some of these funds to one of the wards. The funds were transferred to "Budget Allocation," though. Where do I find those funds in the budget so I can transfer them?

Those funds don't show up in the regular budget. They show up as 'Available to Assign' on the Prepare Annual Budget sub-tab of the Budget page. You can transfer them to another unit by simply transferring from the Budget Allocations category. This won't affect the amounts in the normal stake budget categories.
The total of the amounts transferred to the stake when the units were dissolved and any transfers out to other units from Budget Allocations with show up in the Allowance Adjustments row on the Prepare Annual Budget tab.

My Available to Assign is negative. Does everyone have a large negative Available to Assign number this year because the church took back a lot of money?
I found the Budget Allocation category in the Transfers, but I can only transfer to the ward's Budget Allocation. All of this was prompted by a sister from a dissolved ward wanting to be reimbursed for receipts for an activity prior to the boundary adjustments. Will the ward be able to reimburse her if we transfer that amount to them but can only get it to Budget Allocation?

Yes. Those funds will be available to be allocated to any Budget category.

To expand just a bit on what jdlessley said, after you transfer the money to the Budget Allocation catagory, the ward will then need to go into their Prepare Annual Budget tab and allocate that additional money to one of the categories. If this is for expenses from a prior ward they may want to create a new category specifically for those expenses and allocate the new money to that category. They can then make a reimbursement to the member from that category.
Another alternative would be for you to reimburse any such prior ward expenses directly from the stake.

If you've got a negative balance there then you've allocated more to your budget than you already have plus what you expect to receive. You should probably review your budget and see what categories you can reduce in order to avoid overspending by the end of the year.
