The Stake would like to call someone to assist applicants with the process, perhaps an existing calling covers this that already has access?

Who has access to the [missionary recommendation] site to review and assist members?

When I last used the system, a stake president or bishop had to give specific access to a clerk for them to assist with an application. Access is very restricted. Also in my experience most questions about items on the application needed to be answered by the bishop or the stake president.

I believe the ward or stake could grant access to someone other than a clerk, but that may have changed.
