She used to have access to LCR (ministering assignments) so that she could assign service with ministering as the key focus. But was recently unable to access ministering anymore. Her calling relies on ministering information (who is assigned to who) in order to organize and delegate service. It is difficult for her to be having to ask the RS president for this information--this calling has sudden needs arise and having the Tools available to her is key. I believe this is an oversight where simply, it is not understood that this calling needs access to key information.
In LCR, if you go to Other -> Access Table, then select the role (calling), you should be able to see what LCR features, reports, forms, etc. that calling has access to. It's showing me that a ward RS Service Coordinator has access to the Ministering Assignments Summary and Members Moved In reports but not to any of the non-summary ministering functions.

It's unlikely the denial of access to ministering details is an implementation bug, because IIUC very close attention is paid to that table. However, you might ask your stake president to raise the issue up his chain of command.

Meanwhile, and in case access it not restored, there is a ward-level calling of Relief Society Ministering Secretary that would give access to the full group of ministering details and a few other reports. Provided the bishop agrees that this individual should have that access, that should provide access.

Yes, it looks like things changed back in November https://tech.churchofjesuschrist.org/fo ... 10#p245818

Ours had to start going through the summary rather than through the individual member page. It works, but not the quickest process.

According to the LCR Access Table the standard callings 'Relief Society Service Coordinator' and 'Relief Society Assistant Service Coordinator' have access to the Ministering Assignments Summary report. If they do not have access, then have the ward clerk check to see if they are listed with custom callings rather than the standard callings. A custom calling can be spelled exactly the same as the standard calling but have no permissions of any kind granted in the system. Custom callings will be identified with an "*" in front of the calling name in the callings reports.
