In LCR, if you go to Other -> Access Table, then select the role (calling), you should be able to see what LCR features, reports, forms, etc. that calling has access to. It's unlikely the denial of access to ministering details is an implementation bug, because IIUC very close attention is paid to that table. However, you might ask your stake president to raise the issue up his chain of command.
Meanwhile, and in case access it not restored, there is a ward-level calling of Relief Society Ministering Secretary that would give access to the full group of ministering details and a few other reports. Provided the bishop agrees that this individual should have that access, that should provide access.
