I am faced with a question and wondered if I could get help. My parents had a civil marriage in 1970. My parents were then sealed together in the Washington DC Temple around 1978. I am wondering what the protocol would have been to do the sealing? Would they have had to provide a marriage license in order to have that ordinance done?

1976 GHI (which is now publicly available on the Church History Catalog) states you need to present a marriage certificate.
Nowadays you just need the date and place of the marriage, not the license itself.
