There isn't any way to get notifications when statements are available. It does show a reminder on the finance dashboard but it doesn't send an email. You can submit feedback using the link on the LCR page to suggest that they add such a notification or to add it to the weekly summary that gets sent out.

I have searched and failed to find the standard of 45 days to review a Local Unit Financial Statement in any official Church source. If anyone can direct me to such a source, I would greatly appreciate it!

I'm not aware of any written statement. But as far as I know any instructions from your Area Auditor are considered binding. So ask your Assistant Area Auditor. If they give you the same answer then that's the policy you should follow.
