I believe that CDOL does not really deal with out-of-unit records in the normal sense. When I had a leadership calling with CDOL access, I could use CDOL and search worldwide for leadership information. Granted, what I could see was determined based on my calling, but I could search for stake and ward leaders as needed.
The suggestion of using out-of-unit records would essentially bypass any CDOL considerations. I don't believe out-of-unit records can be created at the stake level, so one drawback of this approach is that each stake would have to determine which ward would be the owner for the out-of-unit membership record. And then anyone in that ward (or even stake) would see this random membership record and possibly be confused, since it wouldn't correspond to the typical situation where the out-of-unit member has a local calling that members are aware of. I'm not personally aware of anyone having "out-of-unit membership records" recorded in multiple stakes, it always seems like they just have their home ward record and then one out-of-unit record in a single other unit (but what do I know
). But does seem like as long as this was approved by the appropriate leaders, it would work.
I wouldn't be surprised if "Church HQ" had the ability to tag certain members with certain additional directory access permissions, without requiring the creation of out-of-unit membership records. But as mentioned, I haven't heard of any type of policy or guidelines for multi-stake callings. I'm hoping perhaps we get somebody to chime in with a personal success story...
