Baptism after death and removal from records

Hello. My parents had their names removed from Church records many years ago. My mom recently died.
My father has a daughter from a first marriage. She is pushing me to have my mom's Temple Work done.
The problem is that my parents do NOT want to be Church members. This was reaffirmed by my dad after my mom's death.
Can my half sister, who has never lived with our father or talked to him about the Church, request that he be re-baptized? Or will permission need to come from me or my brother, who dad raised with our mom?

28.3.5
Persons Whose Church Membership Was Withdrawn or Who Resigned Membership

If persons either had their Church membership withdrawn or had resigned membership before they died, First Presidency approval is required before temple ordinances, including restoration of blessings when applicable, can be performed for them. A family member may seek this approval in a letter to the Office of the First Presidency after one year has passed since the person’s death. The letter should explain the circumstances. No form is required. The bishop or stake president may assist with this request as needed.

See also General Handbook 28.1, which lists who can give permission for ordinances to be performed for a recently-deceased family member. While it appears that adult children can approve, you'll need to prayerfully consider the best way to approach it.
