Compressing Outlook Express Files

Does anyone know anything about a message that pops up while booting up that says that Outlook Express can compress files? I have a couple of units in our stake that started receiving this message. Is Outlook express even installed on LU machines?

By default, Outlook Express is part of the base install of WinXP. You can uninstall it by going to "Control Panel", "Add or Remove Programs". On the left hand side, select "Add/Remove Windows Components", uncheck "Outlook Express" and follow the prompts from there.

I did a quick Google and came up with this discussion that might provide some tips on resolving the problem.
