Hi,
We just got a new Bishopric in my YSA ward that I am ward clerk of. The out of unit records have been created for the new Bishopric(When creating the out of unit record I was sure to be as detailed as possible making sure especially that I had all of the most recent priesthood ordination information) and I need to know what, if anything, needs to be done to ensure that the Bishopric has access to the leader tools available on LDS.org as well as LDS tools.

You have taken care of the first step of creating out of unit records with the appropriate information. Next,
- For the bishop, the stake needs to use stake MLS to fill out a Ward Leader and Unit Change Request notifying CHQ of the new bishop. That will cause the bishop to appear in CDOL (within a day or two -- this is a manual process at CHQ).
- For the counselors, you simply enter their callings in ward MLS using the appropriate standard callings. That will cause the counselors to appear in CDOL (within less than an hour -- this part is automatic).
