Maybe. The "business rules" for LCR are handed down from above, not from developers reading the Handbook.
From Handbook 10.1.3.3:
The bishop is the president of the priests quorum. He calls one or two quorum members to serve as his assistants.
If the assistants remain when there's a new president (bishop), how does that fulfill "he calls"? To me, the Handbook implies an active choice, not a passive acceptance of what was prior.

If 45 years as a software developer has taught me anything, it's that software developers make mistakes It's quite understandable that the automatic release in LCR of priests quorum assistants wasn't intended.
I don't agree with your strict interpretation of "he calls". If it were intended that priests quorum assistants were automatically released when a bishop was released, I think the handbook would state that explicitly, but it doesn't. In fact, where the old handbook might have meant for this to happen, the words "or assistants" have been removed along with "high priests group leader".
