I'm not sure which of the other reports would actually be useful for high councilors. Really the only ones that seem might have some use would be the New Member and attendance reports. But there is summary information for both of those in the quarterly reports and unit statistics.
I'm wondering exactly what would be discussed at the stake level. I find it hard to believe that the stake would have additional resources to help the wards with the individuals. I'd think that would fall to the ward council.
I'm thinking the stake would be talking about challenges and methods that work (and don't work). Since some members of the high council are assigned to the elders quorum, they would have been discussing "how to help members of the quorum who need their next ordinance". Likewise, the ones who would have been invited to ward council would have some insight into successes and failures in that ward.
What reports the high council needs depends on if they talk about individuals or "systems" to work with the individuals.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

I'm the high councilor responsible for Missionary work in the stake. There is regular reporting on Member Progress -- it's a top item for the stake president.
The Access Table says I have access, but I don't.
If I have access to the MPR at the stake level, my job will be so much easier!

I would report back to my Stake President that I don't have access to this. Someone who has access can provide the report to you periodically or if it is high enough on his priority list he can bring it up in his coordinating council. There is likely nothing you can do about access other than get it from someone who has access or wait until the programming is complete to grant you access.
I am also the high councilor over missionary work, and I had access to the progress records for about 2 weeks. It has now been missing for the last three weeks. My Stake President also lost his view. Anyone I can reach out to for help?
