If a photo is uploaded to the tools app will it also show up on the churchofjesuschrist.org site for that particular ward?

Are you referring to the Directory? The answer is Yes.

As far as I know, there's only one photo "system", but different tools/apps to show it.

I should note there are two photos: Household and Individual. That can be a bit confusing in a YSA situation when you're dealing with Households of one.

I believe that only applies to LCR.
