The purpose of signing the statement is evidence that the statement has been reviewed by the bishop and the clerk together.

I should not have been eating my breakfast cereal when I read your response. I almost snorted milk out of my face. When I was stake clerk, I passed the statement to the stake president in his "stack of stuff" and he signed it without reading it. I reminded him several times that his signature was evidence that he had read and approved the contents of the statement. He shrugged and told me he trusted me. sigh
