Most of our wards are using their STS-established Church Zoom accounts to schedule webinars each week to webcast their sacrament meetings. In addition, they all have breakout room capability.

True. However, those functions might be a little more hidden than in a true admin account.

Based on what they see in the license information, I think the account is correct.

I second BrianEdwards' suggestion to make sure they're using the web interface. Some of the applications lack features. I know that I could not get an iOS user to manage rooms in their iOS client.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Note that there are several features that the web interface doesn't have either – the Windows and macOS clients are the most full-featured. Here's a comparison table:
