A leader needs to go to meet.churchofjesuschrist.org, click on "Events", and publish the event.

A problem that many have commented on is that only new events show up in meet to publish. Older events that predate the link haven't come over. Some have reported that edits to events don't make the transition as well.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Is there an official Sacrament Disclaimer Image / Document we should be using/screen-sharing while pausing video/audio in the webinar during administration of the Sacrament?

I don't believe so. I have seen different units use different images, and some use a running slide show with reverent music in the background. My only suggestion is to use images with no copyright restrictions.

Edit: My ward has a "Sacrament in progress" text at the bottom of the image with sacrament music in the background. The image we use is one of the Savior praying in the Garden of Gethsemane.
