Have you compared access in the Member Tools app vs. the access table in LCR? The LCR access table appears to show that all members of Relief Society, Young Women and Primary presidencies have access to attendance rolls (in the Forms section). If it's feasible for the organization counselors to use LCR to help with rolls, that would allow them to do so. Otherwise, if enough people submit feedback in the app requesting that organization counselors get access in the app, that might help.
