I just now found this thread. The topic that I just started appears to be the exact same problem that you encountered:

I believe that the Church has an internal email blacklist to which email addresses are added and once added it is nigh unto impossible to be removed from it. The error message sent back to the LCR sender is vague and lacks any actual details about delivery failure. I believe that's because there was no delivery attempt even made and that instead because the address is on the blacklist, it automatically returns that message to the user of LCR.

This is exactly the same thing that is happening to me and my family. Some of us get the email, some do not. Same provider. As I indicated in another thread (and another post on this thread), I believe the Church has an undocumented blacklist of email addresses to which they will not permit their LCR system to send email and for which there is no repeal. At least there is none that I have found.
