Bishop is not getting emails from noreply-CUBS

Any possibility that this is a "stake president" gmail account (one that gets handed down as callings change) and this predecessor set up rules for handling that kind of email?
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

This is a personal Gmail account he set up (bishop<his last name>@gmail.com

My expectation is that as the Clerk, the emails you get from "noreply-CUBS" should also list the other email recipients. Do you see others listed?

You are right, the latest emails are coming from noreply-finance. I'll ask him to see if he has any from this address as well. I'm not specifically familiar with the CUBS report,
I just had an "email blast" Google returned a "REJECTED --" notice due to some sort of security risk in the attachments. I tried multiple times with virus/malware scan&certs, removing the attachment one at a time to find the offending culprit (Wound up they ALL were ).
Anyway, the work around was to upload them to some cloud service and provide a link to them in the email. Of course, they advised their own service. I used DropBox successfully.

The bishop has been receiving more of the emails now that they come from noreply-finance@mail.churchofjesuschrist.org, but it's unclear if he is receiving all of them yet. It has only been sending from this new address in September, so not a lot of data points yet.
As far as attachments, no I have not seen any CUBS reports include attachments. They are very simple notices with links that take you to the LCR Finance page to review/approve transactions and provide brief weekly summaries of all transactions and pending items.
