As long as I can remember, the steps for a move out wanted the ward to do the local "boots on the ground" effort to locate, as well as anything that had a high probability of actual contact with the member (such as a phone call or mailed letter). Since then, they've added social media (probably because the local ward is in the best position to determine if that's the right person) as well as "local resources".
It appear to me that once all local efforts have been exhausted the membership record to be sent. There's nothing suggesting consulting with national databases or people locators.

On-line commercial databases have some uses as a secondary, confirming source after a primary source can be obtained. One primary source example could be a neighbor saying the Jones family moved near Main St. and Vine. If a commercial database then reveals an address on or near those streets that could confirm the primary source information. Cross-checking of address information is vital to maintaining the integrity of the membership system. However, remember that commercial databases are rarely up to date and often have old addresses showing as the current address. You have to drill down and look at the dates on the addresses, although the dates are sometimes wrong too.
