Can resident non-members have access? I mean for those who are "active" but don't have parent's permission to be baptized? I imagine that records could be created for these in the same way as children-of-record can exist or records for non-member spouse (and children?) can exist. I don't know if such records convey access rights.
But if so, you could create a non-member record for the "Sr Missionary" role with a resident address at the chapel. Or something. Ugh. But it might work.

That's a creative idea, but it won't work at this point. A nonmember can create an LDS Account, but the current access is based on having an LDS Account which is connected to a Membership Record Number (MRN) that is also connected to a ward. Even though an unbaptized child of record can have an MRN, such a child cannot create an LDS Account until he or she is baptized. The real fix is to have proper support for out of unit members on Church websites. "Out of unit" membership records in MLS are connected to an MRN, and so they provide the correct linkage. But there are a variety of technical issues to be addressed before all the proper site access can be provided. Those in the know have made it clear that this is being worked on, but we'll just have to be patient until it is implemented.
Questions that can benefit the larger community should be asked in a public forum, not a private message.

The new directory has no mechanism by which you can add non-resident members, bishopric or otherwise. This has never been a capability of the new directory, so I don't think it's oversight. Also none of the out of unit members are showing up in the membership listing, not even the Bishopric.
The "work-around" for now at least, then is to send them to the old or classic directory. There you still add any non-resident members (well, a stake admin can): http://www.lds.org/units

BYU and Other YSA units
I am a member of a BYU stake presidency - and therefore I am an "out of unit" member or leader. All of our leadership - bishoprics, high council, stake presidency, several clerks are all provided to the BYU stake and wards from "feeder" stakes and wards. As a result we are all non resident members or out of unit members who are experiencing challenges with accessing our BYU stake's (and wards) directory and the calendars on the new lds.org - as well as the mobile app tools such as lds tools. The BYU calendars are not available at all to out of unit members. Photos of other "out of unit" leaders are not available (unless they are also from your home ward/stake). No "out of unit" member information is available at all on the lds tools mobile app. We love the way the Church is heading with respect to the web based tools, etc., but we are anxiously waiting for the out of unit issue to be resolved. Is there not a way to provide a membership link (similar to the classic lds.org site) to all out of unit members/leaders to the ward and stake to which their calling belongs?
