On MLS or LCR?

The policy was aimed at abuse of LCR rights. The same login used from different places is likely to set off alarm bells at some point. Plus, who is going to be the one to allow others to see all their personal stuff like donations?

If you're talking about MLS, there's three different clerks that can do finances: ward clerk, assistant clerk, assistant clerk - finance. How many does a ward need?
