Those who can be local unit website administrators will have access to LCR through their standard calling. The Getting Started information russellhltn quoted is the only clue as to who could be given the website administrator responsibility. Those with the appropriate calling who can be assigned by the bishop to be the administrator will see a link labeled Unit Webpage Management in the Unit Information section of the LCR > Reports menu. Currently, there is no way access to LCR and that link can be assigned to a calling that does not already have access.

The Unit Webpage Management page has limited areas that can be edited.
  1. The unit image, the image displayed as background for the unit name and location, can be changed and requires the format to be JPG or PNG.
  2. The Unit Description or Welcome Message can be edited. The maximum length of the message is 1200 characters with some basic text editing available such as bold, italics, underline, bullet list, and hyperlinks. The default message takes up to 1026 characters and there are no images in this section. .
  3. The unit meeting times and meetinghouse location map pane is not editable from the Unit Webpage Management page. The meeting times are currently displayed in 24 hour time format. Those times are edited in LCR > Reports > Unit Settings. There is a link, "Open Unit Settings", to the LCR Unit Settings on the page. The address is managed by FM.
  4. The Upcoming Activities section is not editable from the Unit Webpage Management page. The images and data displayed here are created from the unit Calendar in LCR. There is a link, "Open Calendar", to the unit Calendar. The Calendar is where most of the unit provided data on the Local Unit Webpage is input.
  5. The Featured Video section is editable and is a link to a YouTube video. Church headquarters provides the default video and link.
  6. The section with What to Expect, Want to Attend But Don't Want to Go Alone?, and Frequently Asked Questions is not editable.
  7. There is an area called "Unit Photo Gallery" where JPG and PNG file type images can be uploaded.
That is the extent of the editing on the Unit Webpage Management page for the local unit website.

To see a list of what callings do have access to LCR, you can go to Feature Access by Calling, and use the drop-down list under "Select a Role". While local unit website is not spelled out, it is a starting point. The calling "Email Communication Specialist" is the only one I spotted that wouldn't automatically make you part of the ward council or at least add a significant assignment to one's workload.

Since the website is a ward thing, a stake calling isn't going to work.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
