PHP Coding Help Desired - Photo Tagging

We are developing a community photo tagging wordpress site to support the community in Snowflake and Taylor AZ. They have a photo tagging project planned for the 1st week of November. The idea is the community will tag old history photos. This would including identifying the people, places, events, and the stories behind the photos. I've tried various plugins and they don't seem to do the job completely. The hope is we can find the best plugin and make adjustments as needed.

We have other communities interested after Snowflake. ;)

Here are more details:

In the Church History Department, we are conducting a photo tagging pilot with members in Snowflake Arizona. Snowflake has a rich history. The community there has a photo tagging project planned for the 1st week of November. If the pilot works well, we will continue piloting with other communities.

We are using wordpress for our pilot efforts and are looking for a PHP coder to develop (or upgrade existing) a plugin that has the following features:


• Tag people in photos: Community users can click on face (or other object) in photo and type in name and/or other information.
• Tag location in photo: Community users can type in a location field. Location is tied map (geo tagging)
• Identify the date of photo: Community users can add date (or approximate date) of photo.
• Identify the event in photo: Community users can associate an event tag with the image. User would be able to create or use an existing tag.
• Post links: Community users can post and associate links to a photo.
• Post story: Community users can draft a story and associate it with a photo. The editing tool would have basic text formatting options (e.g., bold, italic, underline, styles, font size, bullets, indentation).
• Identify photographer: Community users can identify the photographer of the photo.
