Communication to the broadest audience is the best method:

(1) Post to this board, this is likely the group that would discover the new feature as you release it and avoids the 'they don't ever let us know'
(2) Send email to the STS group notifying them of the feature release
(3) Add it to the MHTech newsletter
(4) Increment the info in the Clerksupport.lds.org area to include the new feature.

That will cover your broadest base.. never think in terms of 'will this suffice' - Choose to communicate to the broadest possible consumer space. That way you roll off the responsibility that someone was 'never told' - STS/Clerks can choose to consume the information from the place they typically consume it (tech.lds.org/STS email/MHTech Newsletter/clerksupport.lds.org).
