Church Account is the primary user account (user name and password) for accessing online Church resources. Church Account was formerly known as LDS Account. Where did you get that information? I can confirm a member with no special privileges can view the boundaries of a unit outside their home stake.
Ok I just checked and they have added the ability for any member to see ward and stake boundaries worldwide.
New feature from last time I used the maps, please disregard my previous post. ;)

Follow up question: how/where does a clerk update the ward map?

On the map itself. Sign in to LDS.org, and then go to Sign In/Tools > Maps. If you have the correct permissions (which a ward clerk will), you'll be able to move household location markers.
