Temple recommend status report missing people

I recently activated a few first time recommends. They do not show up on the status report. However, if I go to the TES system, it shows them as having active recommends. Any idea why they would not show up on the report? Possible hint: The recommends were activated prior to the ordination to Elder being entered, so I had to answer the question about stake president approval. Is there a possibility that that is what is keeping them off the list?
