How I change the language on LDS Tools by Android ?

I think it's determined by the language of your device.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

My counselor’s phone language is English, but Member Tools is in Chinese. How can she change it to English?

Are all of the buttons, menus, etc. in Chinese, or just things like calling or organization names?

Is English listed as both the device language and app language?
Android Settings > System > Languages & input > Languages
Android Settings > System > Languages & input > App languages > Member Tools
