Have app idea but no app building experience. Help

I have an idea for an app but have no tech experience. I don't even know what all goes into making an app. Would there be anyone interested in teaming up with me to create an app?

I have some experience in making games, I can only develop for the computer, so no android or apple apps yet, I would love to hear your Idea and help you if your OK with my limitations, I might be able to make it into an app, but it might cost me 2-3 hundred dollars with the program I use. Don't feel pressure to accept my offer, because I know that you might want the app created in a very particular way, your idea is important and I would hate for you to have to change it because of my limitations.
