Reporting attendance for Quarterly reports

I have been entering attendance for Relief Society on the second and fourth Sundays since February 28. Today (April 25) I noticed that only 5 individuals were recorded on April 11. I know that I entered more than 20 in attendance, but now have no record of it. It looks like the Sundays previous to April 11 are still recorded. I'm just not sure why attendance for April 25 were changed. I have checked both in the App and online and the missing data is the same. Any suggestions?

The youth apparently don't have access. I don't know why. If I was the bishop (and assuming the clerk has access to record for all organizations), I would ask all the youth secretaries to track attendance on the paper forms as we have done for years and then turn them in to the clerk for recording. It shouldn't be that much of a time issue based on what I have been recording for our EQ meetings. The bishopric members have plenty on their shoulders already. The adult secretaries should have access for their organizations if their callings are recorded correctly.
I concur with Dave Sudweeks' observation. In looking at the Access Table describing LCR access privileges, I don't even see any of the AP or YW class presidency or secretary positions listed, suggesting they do not have access privileges at all so cannot enter attendance data. Our bishop tells me that he explored with his Priest Quorum secretary being able to keep attendance using Tools, but they were not successful. So, now, our bishop logs into Tools and hands his phone to the Priest Quorum secretary who then records attendance on the bishop's phone. This does not seem to me like the way it should be accomplished.

This is a direct quote listed on the title page of the LCR website, "Ward and branch priesthood and organization leaders, secretaries, and clerks should now use LCR or Member Tools to record attendance at all Sunday Church meetings.". This clearly implies that secretaries should now be able to update attendance. I interpret that to mean quorum and class secretaries. However, as of 7/18/2021, our quorum secretaries still do not have this access in the Church Tools app. Am I missing something here?

Secretaries in that quote means organization secretaries. Youth leaders such as YW class leaders and Aaronic Priesthood quorum leaders do not have access to LCR.

Is the process now that all totals on the quarterly report are automatically being calculated from the weekly attendance and sacrament attendances online? When I checked, there was no option to update the numbers except the section at the bottom to mark 'yes' or 'no' if the members have a calling or responsibility. Just wondering how much of the quarterly report is now being auto calculated for the totals?

Yes. You cannot change attendance on the quarterly report itself. You update the attendance reports and they flow to the quarterly report.

For now, you still update new member information on the actual report.

I'm secretary for the elder's quorum and am wondering if we are to count as "attending" quorum meeting if brothers are serving in other callings in the ward (primary, YM, etc)?

The short answer is yes.

There however seems to be a lack of instruction or procedure in this area. For now the organization presidencies (or secretaries) do not have a ready method or report to reference for the calling list without having the clerk print out a list. As a ward clerk I am currently marking those with appropriate stake callings or other organization (Primary, YW, YM, or Sunday School instructor) callings as attending. Who is to be included as attending is identified in the line item help in the quarterly report. For example, line 14, titled Melchizedek Priesthood holders attending priesthood, Sunday School, or Primary meetings help states: "Using Class and Quorum Attendance in LCR or Member tools, record the number of Melchizedek Priesthood holders who attended at least one priesthood, Sunday School, or Primary meeting during the last month of the quarter either as a class member or while serving in a calling."

If you print a paper roll for the elders quorum, it has this statement at the top (the statement is similar for other organization rolls, like Sunday School and Relief Society):
The elders quorum secretary records weekly priesthood meeting attendance for his quorum. Those who are unable to attend priesthood meeting because of a Church assignment are to be recorded as attending (including full-time missionaries from the ward or branch). Use the boxes at the bottom of this page to record the total number of members attending each month. Only those for whom the ward or branch has a membership record are to be counted as attending.

Also, the Quarterly Report FAQ has the same info regarding attendance for those with ward/stake callings. A different forum thread asked if you need to verify each week that the member is actually at church in their other calling, my opinion is that it's fine for you as EQ secretary to assume that a brother in Primary is attending each week. But that's your discretion.
