Non-members paying tithes and offerings

Old subject, but the new Handbook 34.3, first paragraph clarifies this.

So someone doesn't have to go look it up, it states:

Handbook 34.3
"People who are not members of the Church may also make contributions. However, only members of the Church may pay tithing."

If I contribute 10% of m6 net income, but only 3% of that goes to the Church, I consider myself a full tithe payer, but does the church?
