Has anyone received an answer to this problem? I've been dealing with this for months and contacted LDS.org to identify the issue. As of today, there's no resolution. Very frustrating!

I had previously contacted LDS.org with this concern, and I finally received an answer yesterday. Here is their message:

LDS Response Team responded on June 15, 2016 at 10:48 PM as follows:
We apologize that we were delayed in responding to you.

This is a know issue with the Notes system and is being worked on by the programmers. There is a beta test of the Gospel Library app going on now that will address the issue. If you would like to be involved please go to: tech.lds.org and sign up.

We ask that you use the new app and send any feedback you need to back on a new message. We appreciate your patience and understanding.
