Church Account is the primary user account (user name and password) for accessing online Church resources. Church Account was formerly known as LDS Account. If the child is deceased, she can request it by going to the main page > Patriarchal Blessings > click on the link to Family Blessings. That page only allows for deceased direct-line induvials, such as parents, grand parents, or children and grandchildren.
If the son is not deceased, it was likely an error that has been corrected.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

If the son is not deceased, it was likely an error that has been corrected.
I don't know if members should be able to see their children's patriarchal blessings, but if they should, it might be limited to children attached to the same household in membership records, or it might be limited to children under a certain age.

Ward clerks don't have access to it. However, you can request it yourself - please review post #11 of this thread (viewtopic.php?t=27644&start=10#p246610) for instructions. Your ward clerk should be able to show you how to request it yourself if the instructions don't make sense.

I doubt if it will be mailed to you. It will be added to your account under pb.churchofjesuschrist.org. You can then download and print it from there.

Just for reference, this is the message I got back in 2019 when I requested my patriarchal blessing:
Dear Hltn, Russell,
Thank you for your request. The patriarchal blessing you requested is now available to view online. To view the blessing:
1. Go to the following website: https://pb.lds.org/pbrequest/
2. Sign in with your LDS Account
3. Click on "My Blessing"
4. Click on your Name or Family Members Name (Highlighted in Blue)
We no longer print, mail, or email patriarchal blessings. However, you may print from the electronic version. Because of the sacred nature of patriarchal blessings, we ask that you share blessings with immediate family members only. Please do not distribute blessings electronically on the Memories section of FamilySearch, social media, websites, or blogs.
