I just learned that, although the access lists show that the stake young men presidency has access to membership list, that it cannot see any YM in that list. Does anyone know if this is correct or expected? I would assume that they should be able to see YM in the membership list.
Any help would be appreciated.

That's correct – the privacy settings for youth are more strict.

That is as-designed and according to policy as set down by the general authorities in charge of membership records. Basically the stake YM presidency is responsible for training ward leaders. They are not responsible for the young men of the stake. This is explained the the LCR FAQ (the first question).
In general access to information about youth in any ward but your own is not available. I think only the Stake Presidency, Stake Clerks and State Executive Secretary have access to youth information for the entire stake.
